The New York Times of 12.12.13 reported that the US delegation to the International Telecommunications Union treaty negotiations meeting, 12/3-14/2012 in Dubai rejected that treaty persuading a dozen other countries to do the same. 144 countries attended the treaty negotiation meeting. 89 delegations signed the resulting treaty.

NBC: A More Fragmented, Less Open Internet Is Now Possible (12.12.17)
NBC News and the Reuters news services reported 12.12.17 an analysis of the International Telecommunications Union treaty negotiation meeting that occurred in Dubai, December 3-14, 2012. 89 of the 144 attending countries signed this possibly very divisive treaty that could begin the end of the "free and open Internet" most of the globe has relied upon since 1991. The US, UK, Canada and other developed countries did not sign.

Reuters: Major Internet Companies Got What They Wanted from ITU Meeting in Dubai (12.12.17)
Reuters news reported Monday 12.12.17 that the major Internet companies "won" approval of the policies they most wanted international endorsement for at the "failed" 12 day International Telecommunications Union treaty negotiations in Dubai, December 3-14, 2012. 144 nations sent representatives. 89 nations signed a very problematic treaty agreement. The US persuaded 12 other countries to reject the treaty in order to "save" the free and open Internet the US invented and deployed along with western Europe as the world-wide-web in 1991. But for how long can the US and its dozen allies hold off the repressive designs of those countries like China who would impose severe controls on what web content can be seen by whom or what content is "appropriate" to be web-published?

EW: More States Consider "Parent Trigger" Laws (13.04.04)
Education Week, edweek.org, of April 4, 2013 (13.04.04) reported that more US state are adopting "parent trigger" laws that empower the parents of students in public schools more to be able to influence what to do about failing schools that influence their children. Seems reasonable. Is it really?

NYT: Panel Says Make It Easier to Take Online Credit Classes Out-of-State (13.04.11)
In the Education section of the Thursday April 11, 2013 (13.04.11) New York Times, reporter Tamar Lewin revealed that there are expensive fees to pay a state when an accredited academic institution offers credit courses to out-of-state students! With the accelerating emergence of MOOCs and other forms of inter-state (and international) online education which offer some courses for high school or college credit, these fees may surpass those of normal student tuition and fees! The CRPDE panel founded in 2012 has recommended changes in the out-of-state student fees and policies.

SHEEO: The Commission on Regulation of Postsecondary Distance Education
Headquartered at the University of Colorado, Boulder, the SHEEO (state higher education executive officers association) hosts the national Commission on Regulation of Post Secondary Distance Education, or CRPDE. Founded in May 2012, the commission consists of representatives from 21 US universities and several well funded private companies (e.g. Coursera, EdX) who stand to profit greatly from emerging MOOC and other forms of online learning offering college qualified students opportunities to earn college credit by taking courses online.
