Some public colleges, community colleges, and high schools provide tutors in different subjects. However, the New York Times reported 11.06.08 that parents of children and teenagers in private schools are hiring private tutors to give their children "an edge" so that they make better grades than their peers. Is a two tiered system of education already in place in the USA and other countries? If so, was public education ever a viable replacement for private schools and tutors for the most wealthy?
